Justin Fortin, M.Ed., NRP, EMS-I
Founder & Chief Executive Officer
Justin Fortin is the Founder and Chief Executive Officer of Public Safety Strategy & Innovation, LLC. He brings extensive experience in public safety education, curriculum development, organizational leadership, professional training, and program improvement.
Throughout his career, Justin has served in leadership, instructional, and program-development roles across emergency medical services, higher education, healthcare, and professional organizations — managing EMS education programs, developing curricula and assessments, preparing instructors, teaching future healthcare professionals, facilitating leadership initiatives, and evaluating training systems.
His approach combines real-world public safety experience with educational research, strategic thinking, and a commitment to continuous improvement. Justin founded Public Safety Strategy & Innovation, LLC to help public safety organizations move beyond temporary solutions by strengthening the systems, leaders, educators, and professionals responsible for serving their communities.

After years of watching training programs struggle with the same recurring challenges — inconsistent instruction, outdated curriculum, unclear improvement priorities — Justin founded this firm to offer the kind of honest, independent assessment that agencies rarely receive from within.
